Submersible pump does come on and runs until pressure gauge reads 70.

When pressure gauge reads 70 I can get plenty of water flow through hose but not in my house. I do have to manually engage relay connectors now but not when I first noticed water problems. I had a well tech out here and he said I need a new pump, but is that true? Because the pump seems to be working. Relay disengages when gauge reaches 73 or so, but will not re-engage on their own when gauge reads 40. There is a water softener connected before the house, it is on but I have not seen nor heard it cycle at all lately.

Try putting the water softener into bypass and see how your house pressure is then.
