Siphon twice, no refill

I thought I had the regen cycle figured out for this old Mermaid.

I cleaned the brine tank (it was quite dirty) and put fresh salt and about 15 gallons of distilled in it. Waited a week to dissolve. Did a manual regen. Siphoned the tank empty and wanted a lot more. Seems like more brine siphoning than necessary. Shut off well water feed until end of siphon stage. Opened valve for flush. After thr last of those 3 pegs it started siphoning again? It is easy to see the flow direction in the tube. At the very end the 2nd siphon stopped and the siphon tube shook violently once and all went quiet.

No water in brine tank.

Which valve controls direction of flow in siphon tube? Why siphon brine twice?
