Propane Gas pipe Under Outdoor Brick - Sleeve or not required?

Hi all, hope everyone is doing great.

I'm running polyethylene outdoor underground in grass. I have an area that has bricks on top of it. I know it is required to sleeve piping if running under the foundation of a building, but is it required to sleeve piping if I'm running below outdoor bricks?

Also, I have a second stage propane regulator outdoor. Does it need certain requirements to be away from parking or anything?

no sleeve needed. might need a bumper pole at the regulator
