New Woodford sillcock leaks

Newly installed Woodford model 17 frost free sillcock leaks profusely out the front, but only when turned on. Is there a simple fix, or did I just get a dud? I'm getting ready to put in a new subfloor above where it is installed, which will make replacement more difficult.
