New shallow well cant get psi above 25

We put in a new sand point. Put it 10 ft from the old one to ensure we are in the same underground creek. We have a 1hp jet pump on it and cannot get it to produce more than 25psi. This means we can't get the pressure switch to operate and turn the pump off. We isolated the pipe and pressure tested it for leaks. It held pressure. We are running a hose directly off the pump to isolate the pressure tank and still getting 25psi. How do we get this system to run at 50psi?. We have measured out 5 gallons a minute with a hand pump. Everything is brand new so no clogs and we have flushed the pipe backwards with water as well. Been chasing this ghost for 3 months and starting to loose our sanity. Any thoughts?
