Moentrol missing brake?

I bought a house built in 1980. Moentrol valve I think for shower ( no tub ) won’t shut off. I think it’s missing the brake in the hub. I disassembled it and found that when you tighten the screws on the escutcheon it turns the water on. Am I correct about the missing brake?
