Insulating pex

I live in Phoenix. Summer temps can reach 120 degrees. Our attic above the garage is not insulated - the builder says it would hold heat in. My Pex water lines run thru the attic and down into the walls.., they are not insulated, giving us super heated water in the summer.
If I use foam pipe insulation on the cold water lines, will it help? Or will it hold the heat in ?
I’m adding attic fans soon to try and keep the attic a little cooler
