Installing a submeter

I am looking to install a sub meter to measure water usage in a small building.
Planning to buy Carlon 1000SSM meter assembly with remote reading capability.
I see the instructions call for specific length of straight pipe to be installed before and after the meter.
They also note that the meter must be installed horizontally with the dial facing up.
We can rework the existing piping to achieve that.

Question is, while reworking the piping, should I add in a "Y" strainer before the meter?
Anything else we should tackle while installing the meter? Was planning to install a valve after the meter.

A valve before the meter seems more useful than a valve after the meter.

Wye strainers are certainly called for where fouling and protection of expensive check valves are concerned, but, most meters don't have sensitive water pathways...pretty sure they have magnetic spinner sensing with nothing to get hung up upon.
