Help with shower arm break off

i have a shower arm that broke off inside the threaded pipe. i've tried a 1/2" nipple extractor with no luck, it will not grab ahold of the piece inside. Can i rethread the pipe? appreciate any help.

I would consider a 1/2 inch NPT semi-bottoming tap. I am not a pro.
