Gfci issue or something else?

If it's damaged can I use liquid tape on it or just electrical tape to repair it.

Like Jim says, It would be best to cut the wire where the bad place is, It may have 1/4 inch spade connectors inside of the motor. You should put new connectors on the end instead of splicing it. It could have ring terminals, You need to look inside to see before you cut the wire.

A pool supply store or home depot may have a new cord with proper connectors, It would need to have the same OD as the original.

I have never used liquid tape, But I guess you have nothing to lose trying it. Fixing it properly would be better.
