Garage Floor Drain Rust

I removed the grate on the floor drain in my garage because I was going to clean it up and paint it. I cleaned out a lot of debris under the grate, and I noticed that the cast iron pipe is probably 1/2" above the lowest point where water would collect. I assume this is a leaded joint, and the house was built in the 60's so this may be normal. Due to the amount of rust/corrosion, can I or should I do anything to fill in this low area to prevent water from sitting?
