Freeboard space in 10x35 tank with gravel and 1.0 cu ft resin

Looking at the Pentair specs for a 10x35 tank: 23.8" for non-dome area, 5.9" for top dome, 5.2" for bottom dome.
1 cu ft in a 10" diameter tank is 22" high so if I fill the bottom dome with gravel the it will leave 23.8-22+5.9=7.7" or 22% left for freeboard space. Is that enough as I've read the general recommendation is to leave 1/3 free? DLFC on the valve is 2.0.
