Fleck dual tank 9000

We are getting intermittent very hard water from our Fleck dual tank 9000. It is an older unit that came with a house we recently bought.

I went to check on it this last time it occurred as in the past manually regenerating it fixed the issue at least temporarily.

When I manually regenerated it the gears started to turn, but they also started slipping.

Is this normal function or is this why we are getting intermittent hard water?
