The rough-in is measured from the finished wall to the anchor bolts, not counting the baseboard unless it is really high or maybe wainscoting.

Yes, current rough in from finished wall is 15.5". Seems like a good opportunity to change that to 12".

Fittings take up space. Moving something just a little bit is often hard to do. Be prepared to strategize the adjustment with an assortment of fittings.
