Code-minimum basement insulation for MA is R15 continuous insulation or it's thermal equivalent. R5 of rigid foam between a 2x4/R13 wall and the foundation would meet that. So would 2x6/R19 snugged up to the foundation wall, but that is an invitation to a mold farming disaster.

Most oil boilers out there have truly crazy oversizing factors for the heat loads, more often 3x or more oversized than not.
