pressure tank blues

did complete drain down.still no luck.It is big system I'm assuming it's just trapped air in tank.Line from tank goes downhill appox.20 ft. to 4 homes/trailers
also another line goes down to another 2 homes/trailers this drop is about 30-40 ft.Am i correct in belief that it is trap air inside tank as it is sitting higher than homes?
