I got this used heat pump for free from a friend.

I got the wiring figured out and the compressor and fan starts, but it has a freon leak.

I connected up a hose to the freon port and air bubbles out of the water connectors. This makes me think that it froze with water in it. :(

Jacobsen energy industries inc
Model: JEI-48-VUA
Volts 230, Cycles 60, 1-phase
Compressor: LRA: 114 amps, RLA 26.5 amps
Blower RLA: 1/2 HP, FLA 3.1

It's got two temperstatic valves and looks like a nice unit.

I have this other unit that I might be able to get a water heat exchanger from, but it's a different shape.

Options?
Is it worth fixing?

No not worth fixing. Refrigeration side has been open too long and contaminated with air and moisture. Water is death to a compressor and the entire system
