I've uncovered a length of gas line the serves my pool heater. It's of the variety that is "protected" by a yellow cover. The cover is damaged in places and the pipe underneath is rusted. In addition the coating on the riser at my propane tank is split and the pipe underneath rusted. I understand where a threaded fitting is used underground the fitting and threads are primed and covered with wrapping of 30 mil pipe tape, but should this same primer and tape be used to treat these rusted areas before I cover the pipe up again?

sounds like X-tru piping. The areas where the coating is missing needs to be wrapped with milwrap. Make sure you get all the moisture dried up before wrapping.
