Can anyone please help identify what brand toilet this is?

What is the part mounted on the backside of the toilet lid where the flush button is , is this some type of electronic box?

Was / is this a decent toilet? Is it serviceable?

You have a unknown dual flush toilet. The problem with those is that once the parts break, the entire unit is shot. I honestly would be tempted to replace the whole thing with a Project Source (Lowes) or Gerber toilet that take conventional parts. You could even replace it with a Kohler as many Kohler parts are stocked since it's a more common brand.
