Water well priming failure

Hello, I'm wondering if you could tell me why my sta rite mse-7 deep well jet pump is failing to prime. the suction and casing are full of water but the pump wont fill to the top and stay there. There are no visible leaks on the pump or the plumbing. i actually pumped 60psi of air through the pump and it held pressure. any suggestions?

Foot valve has been replaced

Could still be a bad foot valve if prime water is leaking out. Where else could that water be going?
