Unthreaded tub shoe?

What I thought was the tub drain was looking a little sad so decided to replace it

Measured the diameter and got what appeared to be an appropriate replacement. Got the Husky tub drain removal tool to avoid the problem of breaking the cross-beam in the drain (which wasn’t a cross-beam but just a single beam across).

Followed the instructions, existing drain wouldn’t budge. Saw that it was sealed to the tub with silicone, cut it all out thinking maybe it was holding it in place. Still nothing.

Continuing to cut away the silicone, I discovered that all I had was a flange covering the gap between the shoe and tub.

Here’s a picture. What am I looking at? Is this a drain with no flange that I need to keep trying to torque out? A shoe with no threads that I need to find a new flange for (what would I even be searching for?)? Please help lol.

I think I’m looking at a drain that’s very much stuck.

That said, the drain itself is totally fine and there’s no reason for me to replace it anymore. I suspect what happened was the tub started to rust and the previous owners didn’t want to replace the whole thing, so they found this wider flange and liberally applied silicone to seal off the rust and cover it.

I would be fine to just redo that with a new one – but question remains of what exactly am I searching for? “Tub drain flange” was not particularly useful in my searches.

That flange should be removed and an entire tub waste needs to be installed

Why? There’s nothing wrong with the existing drain. The issue is the rust on the tub, which a new waste won’t fix.

For those following along at home, I discovered that apparently what was on the tub was the outer ring of this thing: https://www.homedepot.com/p/DANCO-Hair-Catcher-for-Shower-Drain-in-Chrome-10529/203317826

The previous owners were rather creative and took this thing, covered the bottom of it with clear silicone, and stuck it over the existing drain. It seems that this was their solution to covering up the beginning of rust on the tub due to the enamel getting chipped.

Since there was no issue with the drain, I left it as is and just used some touch-up paint + caulk to seal up the rust. Here's the result:
