Tankless water heater

I was told my Rinnai tankless gas heater requires 2 gpm to operate. I changed the flow restrictors and the showers work fine. If I run a bathroom faucet at a low volume I can't maintain hot water. Any suggestions.

Older tankless water heaters did require a Lot of flow to kick on. One of our clients had us install a recirculation valve that they have a switch in the bathroom and kitchen to create enough flow so that when the faucet or shower kicks on, the tankless does as well.
