Shut-off with access panel shower renovation?

Doing a tub to shower renovation and was thinking of adding ball valve shutoffs where the copper supply comes through the concrete, with an access panel from the utility room behind it, under the new riser. Since its open, I figured as a convenience while renovating and getting around to adding the new riser and to being able to look occasionally. Adds option for a rough in valve body without "stops"
Does it make sense or is it overkill?

Makes perfect sense. My small bathroom's plumbing is in the wall and the shower backs up to the bedroom. I installed ball valves in the lines feeding the shower and installed an access panel in the bedroom wall sheetrock.
