Shower valve stuck...

Heyo,
I have a rarely used shower that will not turn on now that I want to use it.
It's a single control that pulls toward the user to turn on and pushes into the wall to turn off, rotates left for hot, rotates right for cold.
It is currently in the off position and won't pull out, although it does rotate left and right with some effort.
I've taken it apart enough to get the escutcheon off with the thought of soaking the valve with paper towels covered in vinegar or pb blaster.
Any different ideas are welcome.

Also, looking around the tub I couldn't find any regular shut off valves and wondered if there are a shut off valves integrated into the unit.
In the attached photo there are three flathead adjustable screws.
Two are the same size and are on the hot side and the cold side and seem to me like they might be shut off's.
The cold side also has a giant brass one...
Any clarity about these would be appreciated!

The shut offs are the slotted screws on either side of the valve. Use a large flat head screwdriver, you have a 50/50 chance they work. Figure out what model valve it is and then Google how it comes apart. You can then purchase parts for it if need be.
