Sewer waste pipe exit issue

I have an issue with the main sewer line being below the septic tank if it comes out under the sill plate.
This is a cabin on pier foundation.
The design engineer wants it to exit about 12" higher, he suggested simply making 3" hole out the side of the cabin wall above the floor.

Is that permitted?

I can box it out to hide no big deal

Are all the rest of your drains above floor too? Toilet, shower, etc...

I think you are wondering if a PVC main drain of the house can be exposed in a non-freezing area without violating a code. I think you are not concerned that this would not be functional (sorry about the double negative). I don't know of a prohibition for that.

If doing this, consider dual or triple rated schedule 40 PVC pipe that is pressure-rated PVC as well as DWV rated pipe that will be stronger than DWV-only pipe. There is even triple-rated PVC pipe that can also be used for well casing.

Outdoor PVC should be protected from the UV of the sun. Paint can do this. Also, protect against physical things like lawn mowers.

So do have an elevated floor throughout the house, or are the fixtures on a pedestal. How are you maintaining proper grade etc...

Maybe he calls the ground surface beneath the elevated house "the floor".
