PumpSaver not turning well pump completely off

I am replacing a 22 year old LIttlefuse 230V model 231 PumpSaver in my QD box for my Gould 1 hp, 5 gpm pump. I bought a 2025 version of the same model, installed it and calibrated it. I have a low-yield well, a little over 1 gpm. My pump is 479 feet deep, and puts 3.5 gpm into my reservoir. When the well is drawn down completely, the PumpSaver clicks, but the pump does not turn completely off - I get 1.3 gpm. Is this a concern?! I'm worried about my pump.

I'll note that my old PumpSave still works, and shuts the well off completely when the well is drawn down. (I was replacing it simply to avoid a future issue.) In the meantime I've switched back to the old version, but need to know if that new one is simply a waste of $.

Is there a warranty on the new one?

I also wonder what is feeding the pump. Can you measure the voltage between the black and yellow in that low-flow state?
