pulsating/rattle at cold line into hot water tank

hello,
I have a plumber trying to resolve this but wanted to assist. My static pressure rose overnight from 60-90. my new prv was unable to return that to the incoming due to it being 130 psi. No other issues. So, I asked my plumber to install an expansion tank for the 80 gal heater. He installed a 2 gallon tank, but I had him install a 4.4 gal per mfr recommendations. Great.

However, for some odd reason with that expansion tank installed onto a Tee that also has the recirc line and the incoming cold supply has caused a pulsating rattle in the cold pex line coming into that Tee when I flush a toilet or run only a larger volume of cold water. It lasts for 3-5 seconds then stops. I also feel the valve and pex 18" away from the Tee heat up with cold running. I tested this by running hot only for a few seconds, got it all nice and cold, then turn only cold on. So my thoughts are that the inline check valve just downstream from the cold shut off valve is bad or not compatible with the new expansion tank added. It looks like a spring loaded type.

When I close the incoming valve to the Tee and run cold water, there is no issue. Is this simply a bad check valve? prv set at 60, expansion a pound or 2 over.
