Protecting street water shutoff in yard near driveway

Hello,
I am looking for suggestions on protecting my son in laws street water shutoff, similar photo below.

The previous owner added an area to park, a foot or so away from the shutoff in the grass.

The top of the shutoff is a few inches below grade.

Appreciate any suggestions.
