Poor performance on toilet

I have a townhome and the lower level is below grade. There is a back flow valve for my home because there is no grade and sewage could back up into house and I understand it. I remodeled bathroom and replace toilet with low flow toilet and ever since the water backs up...won’t flush all the water or it backs up. When I flush it it will gurgle for quite a while afterwards. I am not able to use this bathroom for fear of a back up. Had 4 different plumbers out over the last 2 years and spent $1200 and still no fix. Could this be caused by toilet not having enough pressure when flushed. Can anyone give me advice. Thank you.

Name and shame this toilet. It's not a VitrA, is it? There is a good chance that a new good toilet will flush well. What did the 4 plumbers say? Here is a test. Try pouring water from a five gallon bucket down the toilet. Does the water go down fast? If so, you may be dealing with toilet stoppages rather than a clogged sewer line. A sewer backup would normally appear in a tub or shower, if there is one of those on the lower level.

Note that most backup valves for sewers are not effective for long periods. They can slow the flow, but if the sewers get pressure, water comes in. Backups are different from stoppages. If you are in a local valley, and actual sewer backups have happened in your neighborhood, you may want to take more drastic action. If you don't know if backups happen during storms, ask your sewer department about the history and probabilities.

Did any of the plumbers ever remove the toilet and check the drain and the toilet trap? I'm assuming that venting is correct since everything else in the bathroom drains good including the old toilet. During the remodel was the toilet location changed or just dropped in the same place? During the remodel something might have fallen into the drain or the trap in the toilet has something in it. I would remove the toilet and dump water down the drain. If OK check the toilet trap. If both are OK, get another brand of toilet.
