Outdoor mount tankless heater clearances

Hey all,
I'm getting different answers from plumbers that have given estimates and the manufacturers(Rinnai and Navien). All of the install manuals are pretty much the same as far as clearances to windows, but is this clearance requirement specifically for the VENT on the face of the unit, or any part of the entire unit itself? Ideally, I would like to have the unit installed next to a window, but there is only enough clearance if the VENT is 12" above the operable window and 36" below the ventilated soffit.
Plumber installing Rinnai says to the unit, including any pipes.
Rinnai tech support says to the vent.
Plumber installing Navien says to the vent.
Navien tech support says to the unit.
