No flange abs off set toilet issue

Just purchased a house went to change the toilet to comfort hight today and the right closet bolt just spun I ended up getting vice grips and got the bolt out and found a mess the white spacer screws in the top were tight the bottom two screws loose not even in the wood.So I took the warped flange spacer off and there no flange under it what's the best way to go about fixing this mess.
