Navien Npe 240A2

Navien NPE 240A2, when in internal recir mode, the pump never shuts off, just recircs and recircs.
things Ive changed, new pcb, new pump, new checkvalve, new water flow sensor, this unit really has never worked right. what are these dip switches for? they are not in the manual. tech support is 3 hour wait
