Our tankless Navien NPE is located in the center of our home in the mechanical room. Questions is is it okay to install two navicirc’s. One at each end of the house. Right now we have one in one side but was told by the plumber two units would not work.

Two won't likely work due to unbalanced resistance.
You are a candidate for actual, dedicated recirculation.

Yes in most cases. It will search out closest and one with less piping resistance, and once satisfied and closed, will circulate to the other. You may have to increase frequency of circulation sampling as well as the timed operation in the advanced installer parameter options.
