Moving a Vent Pipe in the Attic

I want to move a bathroom vent pipe in the attic, so that it exits the roof in a new location. Couple of questions:

1. If the fixtures connected to this pipe are not used at all, would it be safe for me to cut the pipe where it enters the attic and put an airtight cap on it? This would give me time to do the rest of the project (I work sloooooow).
2. I will need to add at least 20 feet in length and two 45degree elbows to make this move. Will the added length and elbows reduce the venting efficiency for this bathroom?
