Junctions Inside an Active Breaker Panel

Hello,
This question is tangent to one I posted recently. Does code allow for wire nut junctions inside an electric panel that is in use with breakers in it? We want to extend some circuits and use an active panel as a junction box.

It's fine. See NEC 312.8 for the details. It's basically impossible to exceed the 40% limitation listed.
