Gas line for pool heater

I'm helping a friend with some home improvements in Los Angeles and the gas line feeding the pool heater has me a little concerned. The pipe is sitting directly on the ground at the base of the concrete block wall that is the property fence and the concrete walkway along the side of the house. About 10' of pipe from the meter the pipe goes from what looks like 3/4" to what's probably 1.5". When it reaches the back corner of the house the pipes elbows 90 degrees up and then back horizontal to get above a planter that is along the base of the back wall. For that whole section the pipe is attached to the concrete block wall using unistrut. Right before it reaches the enclosure for the pool heater, filter, pump, etc the pipe goes back down to the smaller diameter. The only thing fed by this line is the pool. Is that diameter change correct and safe? Should I be getting a plumber out to bury this thing and get the pipe to a single diameter the whole run?
