Fresh Resin, Using Salt, Water Hard

Been getting less and less soft water so I rebuilt the Clack WS1 still no soft water. Since this unit is more than 10 years old, I replaced the resin, ran through a cycle and still no soft water. I have seen it cycle and am using salt so I am confused. Any ideas would be appreciated.
