Down vent?

I am removing batt insulation from my box sill and came a crossed this. It says down vent on the inside of the fitting. Any idea what it is for? It is between the laundry and kitchen sink. The plumbing in the basement is roughed in and the down vent is in the general area of the rough in. Thanks in advance. Matt
