Fleck 9000 twin tanks doesn't switch tanks

I just moved into the house and dealing with water filtration issues I have a twin tank Fleck 9000 controlled water conditioner and the system is no longer cycling as it has been stuck on tank 1 or 2. Parts that I have replaced: meter cap and impeller. Now I hear noise that I haven't heard...
