The new 1.6 gallon toilets hold close to 3.5 gallons in the tank, thus sweating is rare.
Some water will remain in the tank that is close to room temperature.
The extra $30 for the insulated tank is not much though.
I factory ordered some for a customer that had a well. I haven't heard back from him though.
If you don't mind the wait for the SD tank, "insulated", I would say "Go for it."
