Toilet Tank Blocked by Sink top

I have a 15 year old home that has one of those Sink tops that wrap around the whole wall and block the top of the toilet tank. My toilet has a problem with water constantly running and I can't access the tanks parts. Does anyone know a way to fix this without removing the toilet or removing the sink top?
