If you've sheared the heads off of these bolts and cannot remove the shafts with good pliers and a blowtorch, you might have to drill everything out and sink larger anchors if the mounting substrate (concrete slab) is very fragile.
If the slab is still solid you could chisel those old anchors out, forming 3" pits in the slab and mount your new anchors in hydraulic cement.
