Dry up the area completely around the base of the water heater, thoroughly inspect the bottom of the tank for leakage. Put a small bucket under the relief valve pipe and monitor it. If the relief valve is in fact leaking, you could have a defective relief valve or excessive water pressure in the system, the relief valve could also be leaking because of high water temperature, above 221F.
