The main drain is clogged. A plunger will only work on relatively small cloggs that are in the toilet proper. Once the clog is in the drain, the only way to clear it is to have it snaked by plumber. Do not use chemicals. They do not work and create a hazzard for the plumber. In your condo situtation, it would also be hazardous for the other residents and you could face serious legal problems. Get a professional plumber to properly clear the drain.
