Replace the tank bulb/flapper

THEN

Get a flashlight and look down the over flow tube to see if any water is flowing

IF you want to use a "dye" instead of using harmful chemicals use instant coffee inside the tank and wait a minute or two to see if it shows up in the bowl. If not (no dye showing then flush several times and let the tank flush totally clean.
