The fact that you only find them in the hot water system seems to imply it's something from a water heater, although I agree it's highly unlikely it's from the Thermar, and equally unlikely the crap went unnoticed for 20 years.
Maybe the crap is in the cold water system too, but more likely to end up somewhere where you don't notice it, like flushed out of the garden hose or stuck in your toilet fill valves where you might not notice a loss of pressure.
Could they be pieces of plastic impeller blades from a water meter? Or junk back-siphoned into the system from a sprinkler system or a hose bibb with no backflow preventer?
