When we install a lead pan on bare concrete we use bitumen either hot or cold applied depending on ventilation to prevent moisture from getting between the lead and concrete/wood flooring. Sometimes this is the term used as "hot mopping" you can possibly use flashing cement as a damp proofing agent.
