It's made of plastic and appears to be screwed in, but only has tiny little plastic teeth that I've found very hard to grip.

I have a similar problem. You can remove the plastice part that has the plastic crossbars with a pliers or vice grips. Or, use a needle nose pliers from above and turn it counter clockwise.
