While in Holland last year I came across some pretty weird plumbing fixtures. One was a toilet as you described, the only problem with the one I saw was that the toilet bowl water surface was only about 3" across. Needless to say, it wasn't too sanitary. It was definetely a brand that was produced there or imported for use in that area of the world.
