: On this type of flapper, the styrofoam float is used to hold the flapper open until the 1.6 gallons of water has passed through the flush valve. Moving the float up or down along the chain would cause more or less water to be used each flush. It should not cause a leak.
A flapper can leak if the chain is too tight (no slack) or the rubber just goes bad. That shouldn't happen in just a few months, unless you put those blue cleaning things in the tank.
Otherwise, get someone very knowlegeable in toilets to look at it and determine the cause.
